No need for opening licences anymore

This is somewhat misleading as it implies that no opening licence is required, that is not the case, what this article is alluding to is called a "licencia express". In some parts of Spain a town hall will not allow a business to open with out an actual approved opening licence, this can be difficult as in many towns it can take 2 years or more for a licence to be granted, this new system allows you to apply for a licencia express at which you promise to meet the conditions retrospectively allowing you to open immediately and demonstrate to the town hall that you are complying with the necessary legislation. These licences are not used here because most town halls in the area including San fulgencio will allow a business to open providing that an application for a licence has been made even though it may be two years before it is approved or denied.

I know this to be the case because I have just gone through it, to apply for my opening licence here and looked at the licencia express but did not see any benefit.
