law on child car seats on buses and taxis required

Could anybody tell me who to approach to find out if you need to have a baby car seat to carry a 10month baby on buses and taxis in Spain,please dont guess the answer,but if you do officially know the exact rule I would appreciate it,if not you may know who I should approach.I am asking this for a friend who wants to bring 10 month old twins over
