Garden Rubbish

For a couple of days a plot of land near where I live has had lorry loads of garden rubbish dumped on it
This then seemed to be mulched and flattened and spread over the site,by a tractor,working almost non stop for the two days.
Today no lorries or tractor,but a man at the gate,I happened to see a small van with trailor of garden waste unloading on this site,I stopped and asked the guy if i could put my garden rubbish in and he replied that I can,as it is much nearer to my house than the official dump.No real objections to this, this mulch is generally good for the ground when it rots.
My thoughts are the lorries were bringing garden rubbish from the official tip,But I do not know for sure.
My only worry about this is the amount of dust that rose and was carried by the wind,was immense,and some people must have an awful lot of dust in their properties today.Also noticed that for two nights,a sewer like smell invaded my house from around dusk,I am just hoping this is not caused by the rubbish cooling down My only complaint,If I have one is that a lot of the rubbish was obviously in plastic bags which now are in ripped up pieces all around the plot
