Rock Concert. Drinks Bar

This is a question really aimed at Tourism Councillor,Borja Alonso,Hoping that if nor read by him that Councillor Jeff will relay the question and pass the answer on, via his blog.
Some time ago I remember reading on Jeffs blog,that one bar would be operating in the market place during the Rock Concert,and the consession was given to Dos Mas who operate on the Strip,with an agreement that Dos Mas would make a payment to go towards the cost of the Concert.
I went to the Concert and the drinks operation,was typical of some pop or rock Concerts I have been to in the past.i.e you buy tickets from a stand for the drinks you will have during the evening,you then find the bar and pay for the drinks as you want them with the tickets.This led me to thinking that perhaps the consession was indeed handled by the promoters of the concert,And possibly the reason that the concert goers were not allowed to takes drinks in with them.
If this is the case was an amount knocked off the 18000 Euro paid by the Council,for the Concert,as per agreement with Dos Mas
Also as the sound system was obviously defective are the council going to withhold part of the payment of the Concert.
