Just as a point of interest, do all the moaners and groaners on this forum, moaning about the council, actually have RESIDENCIA IN SPAIN?

I was actually wondering that Adam. I think that is a very valid point and I personally would be most interested to find out.
Personally I didnt think you have to have a residencia in Spain,to moan or groan about the council.
Trouble is I dont know if i am regarded as a moaner or groaner or both or neither.

Correct me if I am wrong, as I am sure someone will, but, are you allowed a vote in Spain if you have not got residencia?
I believe you are right about needing a residencia to vote in Spain
But you are quite free to moan and groan without the need for a residencia,or any other paperwork.
