I would like to point out the stupid fact to you that article came out last summer in August. The mayor of that town has yet to enforce or even pass the law. So do your self both a favour stop posting stuff that's in correct and lies. You are making your selves seem very simple people by posting links to articles that relate to music laws that are not being enforced and the stupidest thing about what you posted was, the article goes back to last August.
